INTRODUCTION

1.1       Background of the Study

Salary is defined as the total amount of the monetary and non-monetary pay provided to an employee by an employer in return for work performed as required. Or can simply be defined as a fixed amount of money or compensation paid to an employee by an employer in return for work performed. Essentially, it’s a combination of the value of your pay, vacation, bonuses, health insurance, and any other perk you may receive.

An employee who is paid a salary is expected to complete a whole job in return for the salary. A whole job that an employee is accountable for accomplishing is understood by the employee from the job description, the title of the position, and the goals set by or negotiated with the employer.

In Nigeria, the Ministry of Labour and Productivity is directly responsible for issues relating to labour and employment. According to the Nigerian labour reform act, the main statutes applicable to employment and labour relations in Nigeria include:

  • Pension Reforms Act

In respect to this project, The task is to build a model for salary management for Ebonyi State University . The Current salary system is a standalone system therefore the institute wants to switch to an automated salary management system. After building this system we have to integrate it with the existing computerized system.

The existing system dealings with the staff registrations, keeping records of staff, total staff emoluments, tax record etc. Hence we can say, employee salary system will be a subpart of the existing computerized system.

Employee salary management system is a web application, enabling the organization to handle salaries of employees of Ebonyi State University, Abakaliki. The managers (account officer/bursary) or team leaders of this organization are able to fill out all necessary information of an employee, i.e., residential address, identification number, banking details, type of salary fixed, monthly or hourly and other relevant information.

This system should be capable enough to calculate the salaries of employees. On the basis of identification number, it will create a bank file by providing a few parameters to the system and transfer it to the bank by the end of each month. Upon request, the employees can receive their salary slips through email and mobile phones.

Moreover, the system should be able to calculate tax deductions of every employee on monthly basis. Finally, the tax files should be sent to tax office.

1.2       Statement of the Problem

There are several salary management systems in circulation today but most of them are subject to the following shortfalls:

  1. They are not web-based.
  2. They are unable to generate and send staff salary to banks automatically.

They are unable to send staff pay slip to them via SMS and Email respectively

1.3       Aim / Objectives

The aim of this project is to develop an Automated Staff Salary Management System. The objectives are to:

Develop a module that can Store basic information regarding employees.

Develop a module that can allow the account departments post the payment schedule to their various banks.

Create a module that can send staff pay slip to their various emails.

Create a module that can generate bank schedule, staff tax schedule and staff pay slip automatically.

Develop a module that can generate the total emoluments of staff salary per month and per annum.

Develop a module that can send pay slip alert via sms to staff mobile phones.

Develop a module that can calculate tax for each staff.

1.4       Significance of the Study

This system when developed will help organizations to manage their staff salary payment very effectively. More especially in the areas of cost of purchasing printing materials; this is because this system has turned the process into a paperless one.

1.5     Scope of the Study

Salary management system for an institution or organization is a bit complex system but for the purpose of this project, we shall concentrate on developing a staff salary management system for Ebonyi state university, Abakaliki. The system shall cover the following areas:

Monthly and annual salary generation

Tax deductions and management

SMS and E-mail based pay slip delivery

Online delivery of payment vouchers to banks
