CHAPTER ONE 1.0 INTRODUCTION 1.1 BACKGROUND OF THE STUDY It is widely known fact that many nations of the world especially developing nations has the challenges of improving the social functioning of people who have conflict within society (Adeniyi 2003). This has been escalated by war, HIV/AIDS, poverty, involvement in anti-social behaviour e.t.c. As a result we have in the society children, youths in conflict within the law, the grossly neglected or discriminated children and others (Adams, 2005). It must be noted that it is always the aspirations of every responsive, responsible and effective government to ensure good standard of living for her citizens as well as set up machinery or means to cob anti-social behaviour in their society, this is always done so as to further promote the welfares and standard of living of the people irrespective of the social class or social condition (Daniel, 2008). However, it was in this note that the remand homes was established to settle and to rehabilitate the incarcerated men and women who are waiting for trial at the court or judgement. Thus, this establishment often serves series of roles towards the rehabilitation and re-shaping of lives of the inmates while in the remand homes (Adeola 2001). Furthermore, a remand homes is a closed home, where a person who have been held in remand while await trial on their cases. Thus, remand homes is meant to play some vital purposes or roles as against the famous and usual role known to many people i.e. to harbour inmates or prisoners into punish offenders. Hence, remand homes is established to play a corrective role in the part of the inmates and also to help serves as different for other members of the society who may also behaviour that may finally made them to meet themselves at the remand homes. (John et al, 2004). Importantly, it must be noted that one of the pivotal aim of establishing the remand homes is to play a socializing role thereby fastening the acquisition of the societal norms, value and acceptable mores by the inmates which will aid the inmates to be a better member of the society there by seeing himself or herself as a useful member of the society (Owolabi, 2004). Moreover, it must be noted that lapses in the part of family as an agent of socialization to have failed to inculcate in the child, the acceptable norms of the society thereby leading to the child landing in the remand homes has necessitated that the socialization role should be played or rendered by the remand homes thereby orientating and re-orientating the inmates and making them to develop the necessary confidence in themselves, which is believe to help cubing anti-social behaviour in the society and to further make the inmates realize his or her mission in life as a significant one (Bada, 1999). Also, it must be noted that remand homes played some socialization role in the attempt educating, training and promoting controlled discipline as well as effective supervision of the inmates thereby enabling the agency in actualizing its set objectives (Fakoya, 2011) Moreover, socialization is often described as the systematic process in which the norms and values of the society are transferred from generation to generations. It is viewed according to Adeniyi (2004) that socialization played a dominant role in modifying, re-orientating and “polishing” acceptable, functional and responsible number of the society who in turns, reshape the society and the country at large (Bada, 2001). Essentially, there is need for every stakeholders to join hands together in the attempt at socializing and re-orientating the inmates in every nooks and crannies of the society. Conclusively, it is society that the increase in the rate of inmates which has necessitated the establishment of remand homes in Nigeria and across the world has fueled help need to find a possible solutions at curbing this menace which has brought about the improvement in the socialization process or role of the home, as this is believe to help provide the re-orientation and rehabilitation of the inmates so as to be a responsive, respectful and a responsible members of their society. 1.2 STATEMENT OF THE PROBLEM The need to promote the effective functioning and the rehabilitation of the of the discriminated youths as well as children cannot be over-emphasized, hence, government, stakeholders and non governmental organization should be in support of this laudable scheme at socializing, educating, re-orientating and rehabilitation of the inmates so as to aid and also enable them to be a functional member of their society and to further help in the reduction of the anti-social vices in our society and world at large.
