INTRODUCTION

1.1       Background of Study

Webometrics, the quantitative study of Web-based phenomena (defined more precisely later) was born in 1997 (Almind and Ingwersen2015) and was driven rapidly forward by a number of pioneering researchers and investigations (Thelwall, M. (2014). “Webometrics: emergent or doomed?”) To establish itself as apparently the largest coherent field within library and information science. There were three main directions for early research: link impact evaluation, link relationship mapping and search engine results analysis.

Webometricsis gathering data on the Web, and measuring aspects of the web such asweb sites, web pages, hyperlinks, web search engine results, YouTube video commenter networks,MySpace Friend networks, for varied social science purposes. By Web-based phenomena, webometrics can analyse online academic communication and give an answer to some questions like:

·        Why do academic web sites interlink?

·        Which academic web sites interlink?

·        What academic interlinking patterns exist?

·        Which web sites/groups/universities have the most online impact, and why?

And some offline phenomena that have measurable online reflections like:

·        International communication

·        Inter-university collaboration

·        University-business collaboration

·        The impact or spread of ideas

·        Public opinion about science.

1.2       Statement of problem

Since the invention of webometrics in the last decade of the twentieth century, the web remained untamed and an immeasurable land of no man.

–         Its uncontrolled nature creates numerous problems in the interpretation of results, for instance, from the automatic creation or replication of links. Such as the webpages that is comprises on the site.

–         The loose connection between top level domain specifications (e.g., .com, .edu, and .org) and their actual content is also a frustrating hurdle.

–         Their external links, such as their social sites which are also part of its contents for the webometrics.

1.3       Objective of the study

This project will analyze a quantitative web research of some selected Nigerian university websites in order to understand the pattern of linkage among them as well as the frequency of outlinks and inlinks of Nigerian university websites. In pursuing this objective, we are interested in establishing the links by the universities according to their inlink and outlink, a strategy adopted in view of several studies that show that older and larger institutions are most likely to have a better infrastructural and technological advantage than the smaller and younger ones.

This information can be useful in planning and setting targets for ICT development in the institutions. Studying the link relationships of Nigerian university websites could contribute to our understanding of the patterns of relationships between Nigerian universities, and between the universities and other organizations in and outside Nigeria. By extension, this study will give some highlight regarding pattern of use of modern technologies by Nigerian universities in sharing information with other.

1.4       Methodology

This project research will be carried out in Nigeria and a sample survey will be designed using lexiurltool to study a population of web pages that will be harvest from links to Nigerian university websites covering the period starting from January 2016 to December 2017. The study will examin the websites of Nigerian universities as indexed by AltaVista. Web pages instead of the directory (ADM) have been found to be more effective in analyzing links (Payne & Thelwall, 2015; Thelwall & Wilkinson, 2012).

1.5      Terminologies

Link: A relationship between two webpages or nodes. The concept link does not distinguish between giving and receiving a link in the same way as with the concepts citation and reference. Instead we use the concepts outgoing link which is similar to giving a reference, while an incoming link is similar to receiving a citation.

Incoming link: Incoming links are also known as backward links or ingoing links. The concept covers all links from other servers on other websites pointing to a certain webpage or website. Similar to receiving a citation in a document.

Informetrics: Informetrics is the study of the quantitative aspects of information in any form, not just records or bibliographies, and in any social group, not just scientists.

Internal link: Internal. Internal links are mostly for navigational use within the website.

Node: A unit of information. Node is a concept frequently used in the hypertext world, but has the same meaning as the word ‘document’ or ‘webpage’. In this paper only the words document and webpage are being used.

Outgoing link: Outgoing links are links that are all pointing out to other servers on the Internet, servers that are not physically located on the same website. Outgoing links are also known as external links. Similar to giving a reference in a document.

Reciprocal link: If two webpages or two websites both have a link pointing to each other, we define the link as a reciprocal link. The concept will be further enlarged in chapter three.

Webometrics: Webometrics is the study of quantitative aspects of webpages or nodes.

Webpage: A unit of information, demarcated by one unambiguous URL (webaddress). A webpage is also known as a node.

Website: A collection of one or more webpages or nodes affiliated to the same institution, organisation or the like.
